For the second time, may be more, the streetlights on Wallsend Road are off

For the second time, may be more, the streetlights on Wallsend Road are off.Looking out of the window, I cannot see my front fence, it IS pitch black. There are vulnerable residents living on this road and I’m sure they must feel a little ‘at risk’. Please would someone explain this reoccurrence and are any other PB streets having the same problem?
