I do not know where the contributor to Bay Life got their information.
I have been searching the Pevensey Bay Caravan Park website and Brochure and the information for owners page states ,

Ownership Season Dates
Pevensey Bay is open for owners between the following dates.
1st March 2019 – 15th January 2020
1st March 2020 – 15th January 2021The 2020 Brochure also gives the same information. There has not been any application sent to Wealden on extending the period of use since the one in 2018 and there has been no permission given for this.

Some of the Park Homes sites do open 1st February – 15th January and at least one has a flexible closed period of two weeks. That means that if the owner goes away for a two week holiday at any period in the year, they have met the criteria for not living on the site “Permanently”.
